Perry's Post HD3 Minutes November meeting

HD3 monthly meeting notes for Saturday, November 21, 2009:

 

The meeting was called to order by Beth Kiovski, HD3B Co-Captain, at about 9:00 AM.

 

Jeanne Mc Williams spoke about the Ritter Campaign and the necessity of standing behind his campaign.  Jeanne distributed an endorsement form for meeting participants to fill out.  Jeanne said there is some concern about our gubernatorial campaign being targeted by the Republican Party.

 

Beth introduced the main speaker, Carol Hedges, with the Colorado Fiscal Policy Institute (part of the Colorado Center on Law and Policy).  Carol’s presentation was very detailed and certainly frank about the state revenue picture and shortfalls.  I could quote a lot of facts and figures from her presentation, much of which is available on the Colorado Center on Law and Policy website, http://cclponline.org/.  In the interest of brevity, I refer readers to that resource, rather than including a lot of facts and figures from Carol’s presentation.  The short story is that revenue and programs in Colorado are in trouble from the economic downturn and we as citizens need to be supportive of any move by state government to solve the problem.  Our thanks to Carol for a great, although sobering, presentation.  Carol pointed out that while there are some complaints that federal stimulus money has done nothing, the state would be in much worse shape right now without that federal money. 

 

Our HD3 Representative, Daniel Kagan gave an update on what he has been doing.  Daniel is no longer on the Health and Human Services Committee and has been placed on the Finance Committee and the Judicial Committee.  In spite of the reassignment of committee responsibilities, Daniel feels a need to work on health care issues as he feels that those issues are of primary concern to constituents of HD3.  He continues to meet with a health care caucus group that has come together.  One of the outcomes of this group’s activities is a plan to force transparency in the charges from health care providers.  The plan is to get payers for services to give information on costs as has happened in various states in the northeast.  Massachusetts , Maine and Vermont have systems to get this information.  The plan is to create an all payer claims database for Colorado modeled on those states.  Daniel and his friend and state legislator, John Kefalas, are to draft legislation to create this database.  The impact of such a database would be huge.  Daniel is also working on a bill to improve wages and working conditions for legal migrant workers brought from Peru and Chile as range workers looking after sheep on the western slope of Colorado .  Additionally, he is interested in changing sentencing laws for nonviolent drug offenders in the prison system in order to reduce the number of nonviolent offenders entering that system.  Daniel is also currently working on a bill to provide more affordable housing in Colorado; a bill to encourage the use of generic drugs rather than brand name drugs where they are, in the opinion of the prescribing physician, equivalents; legislation regulating the swipe fees on credit cards which are charged every time a merchant processes a credit transaction; and changing the law that says only banks can hold public funds to allow credit unions to do so as well.

 

Owen Perkins reported on the Public Policy Committee.  They have shifted their focus to tracking legislative action.  The Policy Committee is to meet Monday, December 7th at 6:00 PM at the Denver Dems office.  HD3 members interested in working on this committee are encouraged to attend.

 

David Eberhard talked about Colorado Democratic platform issues.  HD3 has to submit two issues that we want included in the platform discussion at the State Caucus in March.  HD3 attendees at the monthly meeting proposed and voted on health care and fiscal policy issues (with an emphasis on jobs) as their submission to the platform committee.

 

Candidate for CU Regents at large, Carl Ledbetter spoke about his beliefs, campaign and background.

 

Beth reminded everyone of the HD3 Holiday party on December 17th at her house, 2471 S. Milwaukee , 5-8 PM.  A contribution of $10 is requested to help HD3 with their contribution to Denver Dems operating expenses.

 

Rachel Kienzler spoke about the GOTV effort in Denver County .  They are looking for a GOTV coordinator in HD3.  Persons interested in this position should contact Rachel.

 

Representative Kagan announced the coming town hall meeting on December 1st with Representative Mark Ferrandino at Hope community Church , 6:30 PM.  The subject will be “The Budget”.

 

The meeting was adjourned at about 10:45.
